Rules for this homebrew item

Vibro Arrows are an Ammunition type compatible with Arrows and Bolts.

This high-tech arrow is made of nearly transparent orbital crystal that reinforces its design, with microscopic serrated edges around the arrow-head. This arrowhead is fitted with a motor that rotates it at a thousand times a second for a whole minute. Hitting a target with this arrow does damage as normal. Until the defender takes an action to remove the arrow, it continues to spin and ablate armor by 1 at the end of each round, or until the armor is completely destroyed.

These arrows are purchased individually, just like grenades and rockets.
