Rules for this homebrew item

As an action, the user may activate the mechanism which emits a radio-wave & IR light in a 10m x 10m area (5sq x 5sq), that jams any recording devices in the area. The effect lasts for 1 minute, after-which the battery must be recharged (1 hour).
