Rules for this homebrew item

The FloodTac Flashlight is a weapon attachment compatible with any Non-Exotic Ranged Weapons.

You can mod compatible weapons with this Flashlight attachment. The flashlight illuminates the area. Reduces penalties imposed when firing at a target within 51 m/yds of you that is obscured by darkness to 0. The ray of light is visible to all while it is active. You can use an Aimed Shot Action to attempt to blind enemies who can see the light of the flashlight. If you succeed, they suffer from the effects of the Damaged Eye Critical Injury during their next turn. Only one flashlight can be attached to a weapon at a time.
